U.S. Considers Energy Concessions for Russia in Push for Ukraine Peace
The U.S. has engaged in behind-the-scenes discussions with Russian officials, exploring potential energy sector concessions as part of broader efforts to broker peace in Ukraine. Proposals include reinstating Exxon Mobil's role in the Sakhalin-1 oil and gas project, from which it withdrew in 2022 after sanctions were imposed. A recent decree by Vladimir Putin could pave the way for foreign companies to return, contingent on their assistance in lifting Western sanctions.
Additional talks have touched on the possibility of supplying U.S. technology for Russia's Arctic LNG 2 project, despite existing sanctions. The facility, operated by Novatek, has resumed limited operations and completed five LNG shipments this year. These negotiations highlight the complex interplay between geopolitical strategy and economic incentives in the ongoing conflict.
